    You are trying to activate inactive transport requests. System &V1& is
    managed by central CTS.
    The transport request belongs to a transport collection that is also
    used to trigger the import. This is why it is not normally practical to
    activate the request in the local import queue.

    How to fix this error?

    Check whether processes could be endangered by this action and if
    necessary, use the process tools (e.g. change request management or
    quality gate management) to help you make the decision.
