What causes this issue?

You cannot forward transport requests from the group &V1& directly to
to the system &V2&, since the transport program tp is incompatible. tp
cannot be adjusted at the moment.

The transport group &V1& cannot be adjusted.

Procedure for System Administrators

If you want to make transports between systems in the transport group
&V1& and the system &V2&, then you need a virtual system <VIR> with the
system &V2& as the communication system.
You must set the parameter NBUFFORM to 0 in the transport tool
configuration for this virtual system.
You can then forward requests from systems in group &V1& to the virtual
system <VIR>.
After the virtual system has been adjusted, you can forward and import
the requests to the system &V2&.
