What causes this issue?

You want to change the configuration of the TMS transport domain.

The TMS configuration is already being edited by another user and is
locked (ENQUEUE lock).

How to fix this error?

You cannot change the TMS configuration until it is no longer being
edited. If the ENQUEUE lock is stuck in lock management due to a
session terminating or other serious problems, and no one is editing
the TMS configuration any longer, you can use transaction <LS>SM12</>
to specifically remove the lock (table RSTABLE lock argument
<LS>TMSMCONF *</>). This action is logged.
