What causes this issue?

In SAP APO, you have assigned a different resource to the operation with
operation number &V2& in the manufacturing order with order number &V1&
that has already been approved. Since this new resource has a different
classification to the old one, the system attempted to reverse the
approval for the manufacturing order. However, the reversal of the
approval is not permitted; probably because your user status does not
allow this.

How to fix this error?

Check the change in SAP APO. You can make the change manually in the
corresponding order in SAP ECC, if necessary.
