What causes this issue?

You cannot delete partner funtion(s).
Check in Customizing for the <ls>Vendor Master - Control</>, whether
the partner functions are <ls>Suppress</> or <ls>Display</>.
If the Customizing setup allows processing of partner functions, check
if you have the authorization to process partner functions. The partner
functions fields could be assigned to a field group that you are not
allowed to process.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
