What causes this issue?

You want to assign a new plant to a vendor and also change the
contents of a field for the plant that was originally assigned.
However, the master data of the plant that was originally assigned
no longer exists.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
