What causes this issue?

You want to add a new plan characteristic. The reference to field
catalog &V3& with the current number &V4& actually displays
characteristic &V2&.
The plan characteristic name must be identical to the characteristic
name taken from the field catalog.

The characteristic name is copied from the field catalog immediately.
