What causes this issue?

Quantity key figures can only be maintained in planning if units of
measure have been maintained in the planning hierarchy for the
corresponding characteristics combination.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to maintain quantity key figures at the current planning
level, you have to define units of measure in the planning hierarchy.
This only makes sense if the units of measure are clearly defined at
this planning level.
