What causes this issue?

You want to display planning data within plan version &V1&. To do this,
you require authorization for the following combination: Activity/info
structure/version &V3&/&V2&/&V1&.
This authorization does not exist for user &V4&.

Planning data cannot therefore be displayed for planning version &V1& .
