This number of planning levels cannot be all planning levels of the
selected planning step. However, above every planning level that is to
be filled there must be either a planning level that is to be filled or
is already filled (that is, that lies completely above the master data
hierarchy). Looking from top, there can be no "holes" in the planning
levels that are to be filled.
