What causes this issue?

The transaction cannot be executed.

System Response

The system terminates the transaction.

How to fix this error?

In transaction SFW_BROWSER, activate either business function
ISR_APPL_USABILITY or LOG_MM_CI_3.
Note that activating the business function is irreversible. For further
information on this business function, refer to the SAP Market Place.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
