Cause:
This error occurs in SAP Workflow when the workflow tries to send a work item (task) to a recipient (user or organizational unit) whose user account is locked in the system. The placeholder "&" in the message is replaced by the actual user ID or recipient name.
In other words, the workflow cannot deliver the task because the recipient's user master record is locked, preventing any workflow tasks from being assigned or processed by that user.
Solution:
Check User Status:
- Go to transaction SU01.
