What causes this issue?

Sales material &V1& is used in the context of logistical materials and
is associated with procurement material &V2&.
The system has identified that the procurement material requires a
replenishment quantity of &V3& in unit of measure (UoM) &V4& but cannot
convert this quantity into the corresponding base UoM of the sales
material.

System Response

The system has not included the planned receipts and issues for
procurement material &v2& in the replenishment requirement quantity.

How to fix this error?

You can proceed with replenishment planning without taking into account
the planned receipts and issues for procurement material &v2& or you can
change the overall replenishment requirement quantity manually to allow
for any open orders for the procurement material in the replenishment
calculation.
