What causes this issue?

It is not possible to reload the documents because you do not have the
authorization to do this. You require authorization for activity 25,
which you do not have.
The authorization objects are <DS:UO.W_WBRK_FKA>W_WBRK_FKA</> and
<DS:UO.W_WBRK_ORG>W_WBRK_ORG</> .
