What causes this issue?

Changing the start date of the price plan leads to a different budget
type.

System Response

The system refuses this action while there are still materials in the
price plan.

How to fix this error?

If you want to keep the materials in the price plan, copy the price plan
to the new date. The copy process has a transfer function for materials
in the case of a change of budget type, which transfers all materials
that can be copied consistently to the new price plan.
Otherwise, delete the materials from the price plan and change the start
date.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
