What causes this issue?

You want to post the goods issue for a delivery during processing of
vendor consignment goods. A goods issue was already posted for this
delivery, but was then cancelled. The previous goods issue involved
goods from consignment stock. As a result, any additional goods issue
can only be posted from the same stock category.
