  Cause:
  This error occurs when a transaction or report requires the user to specify either a Material Number or a Material Group, but neither has been entered. The system expects at least one of these fields to be filled to proceed with the processing or selection.
  
  Explanation:
  In many SAP transactions related to materials management (such as inventory reports, material master data transactions, or purchasing reports), the system needs a reference to either a specific material or a group of materials to filter or process data. If both fields are left blank, the system cannot determine the scope of the operation and throws this error.
