What causes this issue?

Valuation at plant level has not been defined in the Customizing
settings.
It is therefore not possible for the system to display stock values at
cost or retail at plant level.

How to fix this error?

If it is necessary for your company to valuate inventory at a level
other than plant level, you cannot display stock values at cost or
retail in the stock overview.
