What causes this issue?

The system tried to create an order for main work center &V3& from task
list &V1&. No conversion was found for work center &V2& (valid from
&V4&).

System Response

The system cannot convert the work center. The order creation process
was canceled.

Maintain a conversion rule with transaction <LS>mebor</>.
