What causes this issue?

The only transaction in which you can change or delete assortment
assignments is retail plant maintenance.
Here you can only create new assortment assignments or assign plants to
assortments that are not themselves retail plants.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
