What causes this issue?

At present you can only delete modules from the assignment if they have
been newly-included and not yet saved.
The only way to remove materials from modules that have already been
permanently assigned is to use the transactions in module maintenance.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
