What causes this issue?

You want to parallel process the report &V1& externally. The report
does not contain any selection options with which the worklist can be
distributed among parallel jobs (the existing parameters are possibly
not suited to this).

System Response

External parallel processing cannot be carried out using transaction
WLCPAR.
