What causes this issue?

The <DS:GLOS.work_item>work item</> has a processing status in which
the selected function cannot be carried out.
The current status is <ZH>&V1&</>.
It is not possible to add objects to a work item in this status.
Objects can only be <ZK>added</> in the following processing statuses:
<ZH>Received</>
<ZH>In process</>
<ZH>Executed</>
<ZH>Error</>
<ZH>Completed</>
