What causes this issue?

The <DS:GLOS.work_item>work item</> has a processing status in which
the selected function cannot be carried out.
The current status is <ZH>&V1&</>.
It is not possible to delete the attachments of the work item in this
status.
The <LS>delete attachments</> function is only possible in the
following processing statuses:
<ZH>Reserved</>
<ZH>In process</>
<ZH>Executed</>
<ZH>Error</>
