You have not assigned explicit filters to application &SYST-MSGV1& and
filter object &SYST-MSGV2&.

System Response

Only filter objects, for which explicit filters are available that are
assigned to the selected application in the configuration, can be
selected.

Check your application configuration and the assigned filter objects and
filters.
