What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

Due to the parameter that restricts the number of trading contracts, the
system did not select all trading contracts that match the selection
criteria.
If you select by item properties, the system may further restrict the
number of hits so that you get fewer trading contracts than indicated on
the selection screen.
If you choose the option "Follow-On TCs for Precontracts", the system
additionally selects further trading contracts in a subsequent step.
