What causes this issue?

The system generated incomplete listing conditions for one or more
layout module versions. There are three possible reasons for this:
The materials in the version have a zero facing value.
No materials have been assigned to the layout modules
No layout modules have been assigned to the customers that you have
selected

Incomplete data was generated for the listing conditions.

How to fix this error?

Assign layout modules to the customers that you have selected. The
layout modules should contain materials with a zero facing value.
