What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The BAPIs BAPI_REQUISITION_CHANGE and BAPI_REQUISITION_DELETE cannot
change or delete any dependent reservations. This means that the
subcontracting item will not be processed.
