What causes this issue?

The material cannot be discontinued as it is still being used in the
product catalog.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Delete the material from the product catalog. Once you have done that
you will be able to discontinue the material.
