What causes this issue?

You have tried to release a report whose authorization group has not
been defined.

How to fix this error?

For security purposes you cannot run reports in WebReporting for which
authorization groups have not been defined. To call the Report &V1&
from the Internet, an authorization group must be assigned to it and
the SAP user must have the appropriate SUBMIT authorization.
Please define an authorization group for Report &V1&.
