What causes this issue?

Materials have already been created for Retail with the existing
industry. You want to change the industry. This is not possible.

System Response

The system only allows the industry in table TWPA to be used for
Retail.

How to fix this error?

Use the industry in table TWPA or delete all materials with the
previoulsy used industry. Then change the industry.
