What causes this issue?

When the system copies a configuration (reference to the configuration
of the source document), the configuration is not activated so it is
not possible to re-explode the bill of material.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

De-select the BOM explosion indicator in the target document, or change
the copying control for the configuration.
