The 'Incl. actions (converted to procedures)' option is not selected.

    System Response

The action will not be copied to the knowledge base.

    How to fix this error?

Check whether the action can be remodeled into a constraint or a
    procedure.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

In addition, it is possible to include actions to the knowledge base
runtime version as procedures. To do that, choose the 'Incl. actions
(converted to procedures)# option in transaction CU34/35. If you do
that, a modeling expert should check whether the configuration model
that has been changed in this way can be used in the IPC.
    Note the following prerequisites:
An action for a characteristic or value cannot be copied as a procedure
When you copy an action as a procedure, the action is evaluated one time
    only during the configuration loop.
