What causes this issue?

This can be caused by one of the following:
1 = WM reference locked
2 = Unforeseen error cause
3 = Unforeseen error cause
RESET N1
Cases 2 and 3 are probably due to an error in an ABAP/4 program.

System Response

It is not possible to create picking waves.

How to fix this error?

In case 1, wait and try again later. If the WM reference is still
locked, please inform your system administrator.
In cases 2 and 3, inform your system administrator.
