What causes this issue?

The manufacturing structure in the Working panel is a non-configurable
structure. Hence, items of the structure cannot have object
dependencies.
Note:
You can maintain object dependencies only for configurable manufacturing
structures.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
