What causes this issue?

You have attempted to create condition records for division &V1&. This
function is not allowed because in sales organization &V2& no division
was assigned to division &V1&, which is used in a sales document.

System Response

It is not allowed to create conditions for division &V1& (sales
organization &V2&).

How to fix this error?

Check whether you have selected the right division and whether the
divisions have been assigned correctly in
<GL:Customizing>Customizing</>.
