    On IBM Power Systems, the available capacity of a Workload Partition
    represents the amount of currently attainable physical processor
    resources taking into account the Global Environment LPAR's and WPAR's
    configuration and current utilization.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
