What causes this issue?

Either you have not yet created any handling units nor any scrap
quantities or the handling units you created cannot be backflushed due
to the error status.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you have not yet created any handling units or any scrap quantities,
then do so now and then carry out the function again.
If you have already created handling units but they still cannot be
backflushed, then you should check the error status of the handling
unit.
