What causes this issue?

Item for unpacked material (item category Z) cannot be created
manually.
They are created automatically for materials, for which the total
quantity to be packed has not yet been packed in the HU proposal.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
