What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The system was not able to determine a dealer number from the dealer
orgrole. This may have several causes:
1. The User is assigned to a comprehensive organizational role and no
active orgrole is maintained in the personalization area.
2. The user is an importer user, so no dealer number is maintained in
the user's organizational role.
