What causes this issue?

You want to make a change with reference to a change number '&V2&'.
Since the valid-from date '&V1&' of the change number '&V2&' is before
the current system date, the change would be in the past.
Settings in Customizing functions determine whether you can make changes
in the past with Engineering Change Management.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check your entry.
Use a different change number if necessary.
