What causes this issue?

You want to save or to exit detailed processing befeore you have
processed the rules for all the attributes.

System Response

The system does not permit this action.

How to fix this error?

Process the rules for all new attributes. Even if you simply accept the
rules proposed by the system, you must process the "Rules" tab page at
least once for each attribute in order for the proposed values to be
assigned to the attribute.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
