What causes this issue?

The address list is currently being processed by another user. When you
save the address block you worked on, the address list management (list
of address blocks) has to be blocked exclusively for you, because a
change needs to be carried out (it must be entered, for example,
whether the address block has be edited manually, and possibly the area
of the address block changes). At the moment, however, another user
also has processed an address block and saved it.

System Response

The system cannot block address management at this time.

How to fix this error?

Please wait, until the changes of the other user have been posted and
then save again.
