What causes this issue?

At the present time, the business function set &V1& exists in the system
and is active. The owner of this business function set has allowed usage
of the LO API in the current context with the information / warning
message &V3&.

System Response

Once the business function SD_01 or ESOA_OPS01 has been activated, the
system allows access to the LO API without any information or warning
messages.
