What causes this issue?
According to the rules defined in copying control copying &V1& to &V2&
is not allowed.

If you want copying &V1& to &V2& to be allowed, you must add to the
entries in copying control.

An error message will prevent you from continuing your work - it is a hard stop and you need to fix the error before you can proceed.
