What causes this issue?

The subitems of an item have to be positioned directly after the
respective main item. In this case, the item is &V1&. No other main
item may stand in between.

How to fix this error?

If you want an item to be the subitem of another higher placed item,
you have to assign an item number that is lower than the number of the
following main item.
