What causes this issue?

The transport object "&V1&" "&V2&" "&V3&" is not a Customizing object.
Possible causes:
the syntax "&V1&" "&V2&" "&V3&" is unknown
the object does not exist in the SAP System
the object does not belong to Customizing
It could also be the case that source and target system do not have the
same release or development status.
