What causes this issue?

The program migrates configuration data of the <ZK>Master Data
Governance for Financials</> application. This application is activated
with the EhP4 business function FIN_MDM_ACC.

System Response

The application cannot be used because the business function is not
active. It is therefore not necessary and not possible to run the
program.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
