What causes this issue?

Due to the present Customizing settings, the system was unable to
determine a hierarchy-bearing entity type for the distribution for
master data package &V1&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the Customizing settings for master data package &v1& and its
entity types. Assign one or more hierarchy-bearing entity types to
package &V1&.
