What causes this issue?

You cannot assign an attribute for the following UI element types, since
the content is determined by the lower-level UI elements or is
predefined (attachments, for example):

Table (insertion of rows not possible)
Table (insertion of rows possible)
Table column
Table column with key field
Hierarchy relationship
Attachments
Table for text translation
Sets
Custom Web Dynpro component
